Singapore also contributes to the work of the Commonwealth, such as through the Commonwealth Youth Programme and the provision of technical assistance to fellow Commonwealth members. The Commonwealth is a voluntary association of 54 independent countries, almost all of which were formerly under British rule. No government in the Commonwealth exercises power over the others, as is the case in a political union. Most of them were British colonies or dependencies of those colonies. The Commonwealth's relatively smaller size (currently 54 members), a shared language (English) and similarities in political institutions make it a useful forum for member states. The Commonwealth of Nations is a voluntary association of 56 sovereign states. In 1971, Singapore hosted the first CHOGM, which produced a seminal document known as the Singapore Declaration of Commonwealth Principles. The first members of the Commonwealth of Nations were the UK, Canada, Australia, New Zealand, South Africa, India, Pakistan, and Ceylon (later Sri Lanka). Singapore joined the Commonwealth in October 1965 after gaining independence, and regularly participates in the biennial Commonwealth Heads of Government Meetings (CHOGM). It is home to 2.5 billion people, and includes both advanced economies and developing countries.
